Dockboard Load Release: Why a Pallet Rating Does Not Approve the Crossing
Before a palletised load crosses a dockboard, check the actual transfer vehicle, completed unit load, dockboard condition, and site controls instead of relying on a pallet or forklift rating alone.
A plastic pallet can be correctly selected and a forklift can be within its own stated condition, yet the crossing between dock and trailer can still be unapproved. The missed item is often the dockboard—the bridge plate carrying the transfer vehicle and the completed palletised load.
For a U.S. site, OSHA requires dockboards to support the maximum intended load. That is a site responsibility, not a pallet certificate. It means the release decision must look at the real combination: the transfer vehicle, the actual unit load, the dockboard, the trailer or rail car, and the controls in place that day.
The practical action is simple: do not write “pallet approved for loading dock.” Release the crossing condition instead.
Start with the load that will be on the bridge
The error is to compare only the pallet’s declared load or the product weight with a dockboard label. A loaded crossing can involve more than the goods on the pallet:
- the transfer vehicle’s mass;
- the completed unit load, including cartons, wrap, straps, slip sheets, and overhang;
- the pallet’s own mass and any retained moisture or attachments;
- the travel position and wheel or load-wheel path on the dockboard; and
- other reasonably anticipated loads at the same time.
OSHA’s dockboard rule says that dockboards must be capable of supporting the maximum intended load. OSHA’s related explanation describes that as the total weight and force of the workers, equipment, vehicles, tools, materials, and other loads that an employer reasonably anticipates on the surface at one time. This is U.S. regulatory language; it does not calculate capacity for a particular bridge plate or apply automatically outside its jurisdiction.
Treat this as a boundary, not a formula. A pallet supplier can provide the exact pallet model, dimensions, mass, declared load conditions, and any sample evidence. The dockboard owner or site safety owner must determine whether the actual crossing is covered by the dockboard’s documentation, markings, instructions, inspection state, and local procedure.
Separate three approvals that are often merged

Each answer can inform the next one, but none substitutes for it. A pallet’s racking or dynamic-load statement is not a bridge-plate capacity. A forklift’s data plate is not proof that a particular dockboard is suitable. And a clean-looking dockboard is not evidence that it is in the required condition.

Make a short crossing record before a new or changed route
For an unfamiliar dock, a changed vehicle, a heavier SKU, or a new pallet-and-load configuration, put the following in the site release record:

The list is reasoned operating guidance, not an OSHA form. It turns an informal “we have used this dock before” decision into facts that the responsible site owner can check. It also exposes change: a new pallet may change the actual wheel path, clearance, load distribution, or pickup method even when the gross goods mass stays the same.
Do not use a pallet feature as a dockboard control
An anti-slip deck, a perimeter base, a strong runner, or a thicker pallet can improve part of a unit-load problem. None of those features proves the dockboard will carry the crossing. The potential errors are different:
- a pallet can support cartons while the transfer vehicle plus unit load exceeds the dockboard’s intended condition;
- a forklift can lift the unit load while the crossing creates a different wheel path or force condition;
- stretch film can hold cartons together while a mobile dockboard, moving trailer, or poor transition still creates a hazard; and
- an empty pallet test can miss the contact, clearance, and motion of the real loaded crossing.
OSHA also requires measures to prevent the transport vehicle from moving while employees are on a dockboard. For portable dockboards, it requires anchoring or equipment/devices that prevent movement from a safe position when feasible; otherwise there must be sufficient contact to prevent movement. The same rule includes run-off protection requirements for newer dockboards, subject to its stated exception. Those are direct U.S. requirements, not general product-design claims.
Test the actual route without creating a new hazard
Do not invent a load test in live traffic. The site should follow the dockboard manufacturer’s instructions and its own safety process. When the responsible owner allows a validation, use the normal transfer vehicle and a representative approved unit load, with the vehicle secured and the area controlled.
Observe the facts that affect release:
- Does the dockboard sit on the intended support surfaces without unexpected movement or gap change?
- Is the transport vehicle secured by the site’s approved method before anyone uses the bridge?
- Does the actual vehicle cross without a condition that the owner must stop, inspect, or escalate?
- Does the pallet, wrap, or load geometry create a clearance, edge, or run-off concern?
- Are the normal receiving and return movements also covered, rather than only one forward crossing?
If the site cannot answer those questions from current equipment documentation and its operating process, stop the new crossing and obtain the dockboard manufacturer’s or qualified site authority’s review. A pallet supplier should not be asked to certify a customer’s dockboard, trailer restraint, forklift, or workplace procedure.
When a new pallet needs a dockboard recheck
A new plastic-pallet project deserves a recheck when it changes a material fact of the crossing: gross mass, loaded footprint, pallet height, underside contact, fork-entry direction, unit-load centre of gravity, equipment type, wheel path, or the route itself. Recheck too when the dockboard is damaged, its marking is missing or unclear, the trailer type changes, or the loading method changes.

The dockboard release is the specific handoff where the site must confirm that the bridge and secured transport vehicle can carry the actual transfer.
Practical decision rule
Do not release a palletised dock crossing on a pallet rating, a forklift rating, or a previous habit alone. For a U.S. workplace, identify the dockboard and its maximum intended load condition, then have the responsible employer/site owner confirm the actual transfer vehicle, completed unit load, support, securing, and route controls.
For other jurisdictions, confirm the applicable local rule, dockboard documentation, and site procedure with the responsible safety and operations owners. The supplier’s useful role is to provide accurate pallet facts; the final crossing approval belongs with the party that controls the dockboard and the live loading operation.
